Protect Head Roles from Antagonists

We’d like to enable the config option PROTECT_HEADS_FROM_ANTAGONIST, which prevents command roles (XO, RD, MAA) from being considered for antagonists.

I was told to make this a community vote for some reason.

RD, CMO, CE, MaA are fine as an antag. But XO should be much more rare. That’s just my opinion.
